Relating to the Oregon Promise program; declaring an emergency.

Provides a similar waiver of continued eligibility requirements for existing grant recipients. Applies the waiver to grants awarded in the 2024-2025 and 2025-2026 academic years.
Declares an emergency, effective on passage.
